Summary:

The Director leads the team responsible for the continued development of external partnerships with brokers and other key strategic distribution partners. This position requires a keen understanding of the Medicare brokerage channel and an in-depth knowledge of Government Programs lines of business in New York State. The Director will establish strategies to achieve sustainable membership growth objectives through improved sales and retention results while providing guidance and resources for assigned sales and support staff.


Essential Accountabilities:

  • Creates strategic sales and marketing plan for the Medicare Program, including defining aggressive business goals and associated targets. Identifies market opportunities, sales quotas, and commission schedules to achieve/exceed net growth opportunities. Monitors and manages success definitions of Medicare retention strategy.
  • Ensures marketing and sales materials across the service area are created for specific campaigns, branding and effective goal attainment and member retention. Influences design and manages strong retention program to ensure long-term profitability.
  • Oversees implementation of marketing plan and strategy to ensure growth of membership base through improved sales and retention with brokers and external partners.
  • Acts as key guidance source for marketing, product development, creative and other teams in the development of appropriate prospect and member sales products and communication strategies.
  • Identifies, evaluates, and selects appropriate external partnerships and joint ventures and manages associated contracts and relationships.
  • Ensures consistent communication, understanding and implementation of sales and retention strategy for external partners (brokers/FMO’s, exchanges, etc.).
  • Strategic oversight of key sales meetings including quarterly business reviews, staff performance reviews, and interfacing with external business associates.
  • Monitors external markets across service area to ensure optimal product positioning, benefit and rate determination for Medicare products.
  • Understands customer, partner channel, and broker/consultant needs and provides value-added consultation on retiree solutions.
  • Oversees Senior Ambassador Program across service area. Sets goals and ensures positive business results through positive market exposure.
  • Works in tandem with leader of Medicare Systems and Reporting to ensure performance of and necessary modifications to lead management system and work plan to achieve maximum performance.
  • Responsible for training, development, and coaching programs for assigned staff.
  • Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies’ mission and values, adhering to the Corporate Code of Conduct, and leading to the Lifetime Way values and beliefs.
  • Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.
  • Maintains knowledge of all relevant legislative and regulatory mandates and ensures that all activities are compliant with these requirements.
  • Conducts periodic staff meetings to include timely distribution and education related to departmental and Ethics/Compliance information.
  • Regular and reliable attendance is expected and required.
  • Performs other functions as assigned by management.

Minimum Qualifications:

  • Twelve years of related experience, or Bachelor’s Degree in Business Administration, Finance, Marketing or related field with seven or more years of progressive experience in a health care environment. Master’s Degree preferred.
  • Five or more years of required experience must be in working with the development, implementation, and administration of health care products with a heavy emphasis on sales and managing a team.
  • Valid NYS Accident and Health license and Medicare certifications within 3 months of employment required. Employees without a license are not eligible for any sales incentive awards or contests. Any sales made while not licensed are not eligible for incentive compensation.
  • Management experience in Medicare, Health Plan Operations, or Health Plan Program Development.
  • Demonstrated expertise with the consultative sales model.
  • Sophisticated understanding of the overall Medicare marketplace with a focus on broker sales, distribution, marketing, and compensation.
  • Demonstrated competencies of business acumen, strategic thinking, diplomacy, negotiation, influence, coaching, and problem-solving skills within and across multiple levels of staff and leadership.
  • Demonstrates strong verbal and written communication skills.
  • PC knowledge – Excel, Access, PowerPoint, Microsoft Word, Lotus.

Physical Requirements:

  • Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer.
  • Ability to travel across the Health Plan service region for meetings and/or trainings as needed.

Salary Range:

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position’s minimum qualifications, in additional to internal equity. The posted salary range reflects just one component of Excellus’s total rewards package. Other components of the total rewards package may include participation in group health and/or dental insurance, retirement plan, wellness program, paid time away from work, and paid holidays.

Min: 112,400.00 - Max: 208,700.00
